THE SMARTTYS DOCUMENTS – WHEN THE PUBLIC PROCUREMENT AUTHORITY DOES A ‘THOROUGH’ JOB


As we have seen, the Ministry of Transport’s 28th July 2015 letter to the Public Procurement Authority to approve both the sole-sourcing of the Smarttys Contract and the contract sum in excess of GHS3.6m, was full of lies.

But it took the PPA just 24 hours (or less) to grant the approval. Subsequent events have shown that the PPA, at best, did shoddy or no work; or at worst, was complicit it the plot to engage in a corrupt practice. Had the PPA merely asked to inspect the buses, it would have discovered that the Ministry was lying and that the branding had been concluded, illegally. And, the Attorney-General’s remarkable and sterling work (and we don’t give praise lightly) revealed that a simple market search would have shown to the PPA that the contract sum it approved was grossly inflated, illegally. The AG, a lawyer, could get market prices that the PPA full of alleged procurement specialists could not get??

As if this let down of the people of Ghana was not enough, the PPA claimed, nay, BOASTED in its 24-hour miraculous turnaround letter, that its work on the matter (more like non-work) had been “THOROUGH.” That’s the most painful part. READ THIS…
